The Workforce Pell Grant expands federal Pell financial aid to short-term workforce training programs at community colleges. For the first time, students enrolled in 8-to-15 week programs can use Pell Grants, provided the program meets federal outcome bars and serves a designated high-demand occupation. The final federal rule was issued May 19, 2026 and takes effect July 1, 2026.

July 1, 2026. Community colleges must have their program data, outcome reporting and high-demand occupation alignment ready by that date to enroll Pell-funded students into qualifying short-term programs.

Three federal bars under the May 19, 2026 final rule. First, program length: 8 to 15 weeks. Second, outcomes: at least 70% program completion, at least 70% job placement within 180 days of completion and an earnings test. Third, the program must serve a high-demand occupation designated by the state governor or the local workforce development board. Associate degrees, bachelor degrees, transfer programs and non-credit programs are not eligible.

The tool screens two of the three federal eligibility tests at the program level. It scores each program as Likely Eligible, Needs Review or Not Likely Eligible based on credential type and award length (short-term certificates qualify, degrees do not) and CIP cross-reference against the THECB high-demand fields list. The third federal test, the 70% completion, 70% placement within 180 days and earnings test, requires institutional reporting data and is not screened by this tool. A Likely Eligible result is necessary but not sufficient.

They are complementary. HB8 covers Texas state outcomes-based funding under House Bill 8. Workforce Pell is federal aid for short-term programs. A program can qualify for one, both or neither.
